My best guess they wanted to try to save your hard drive space they probably have this setup to were they would have to make two seperate folders for the base game and the expansion if people wanted to have the two games seperate, which would mean a number of art assets would have to be installed twice once in the folder of the base game and once in the folder of the expansion.
